 I am indeed happy to learn that the DIET s and HTTI under SCERT, Manipur are bringing out the prospectus in the interest of all aspiring students who are seeking admission to the Diploma in Elementary Education (D.El.Ed.) course in the academic year 2019-2021. Through this prospectus, all the aspiring students can avail of all the necessary information about the Curriculum and Syllabus, Scholastic and Co-scholastic activities, admission procedure, etc. of D.EI.Ed. Course.

We all are aware that in the light of RTE Act, 2009, it is mandatory to possess a D.EI.Ed. certificate for becoming an Elementary teacher. Our faculty of DIETs and HTTI nurture the pre-service teacher trainee to become a competent teacher having the qualities and confidence to solve different issues related with individual differences of learners by using different methodologies in the teaching learning process.

                  The District Institute of Education and Training (DIET) was envisioned in the National Policy of Education 1986 and was created by the Government of India, Ministry of Human Resource Development in the early 1990s to strengthen elementary education and support the decentralization of education to the District Level .The District Institute of Education and Training, Ukhrul started functioning since 2002 with two courses CPE for In – Service Teachers and D.El.Ed. for two years for Pre – Service Teachers with the main objective of strengthening school education in the District Level.

              Dear teacher aspirants your tomorrow depends essentially on what you do today, whether winning a battle, fame or fortune, power or position, wealth or worldly goods, success in life depends on proper planning and execution of it . Doing the right thing in the right way and at the right time will produce the results. Knowing what to do when and how the master key to your success to become an ideal is and a perfect teacher. Finally you can contribute something in teaching learning process, education as a whole and in the society as well.

           DIET–Ukhrul with the sprawling and serene campus provides us with an inspiring, peaceful and congenial environment. The campus life is extremely friendly, informal and is entirely self – contained. I sincerely believe, the takers of education in this glorious institute will surly have fruitful time of their lives and will acquire the ability to face the world ahead especially in teaching learning process.

        The District Institute of Education and Training (DIET) was envisioned in the National Policy of Education, 1986 and were created by the Government of India, Ministry of Human Resource Development in the early 1990s to strengthen elementary education and support the decentralization of education to the District level.

       Elementary Teacher Education in Manipur started with the establishment of first BTI at Imphal on 22nd August 1955 then at Canchipur & Kakching (1961). After about ten years of establishment of BTI at Imphal there open BTC at Imphal since December 1965, BTI and BTC, Imphal emerse and upgrade to District Institute of Education and Training (DIET) Imphal as per recommendation of NPE after the establishment of State Council of Educational Research and Training (SCERT) Manipur in 1989 (Imphal West District), by upgrading the erstwhile State Institute of Education (SIE). Now seven other DIET in Manipur Started functioning subsequently at Churanchandpur (Churachandpur District) and Kakching (Thoubal District) in 1992, Moirang (Bishnupur District) in 1995, Senapati ( Senapati District), Chandel (Chandel District), Tamei ( Tamenglong District) and Ukhrul (Ukhrul District) in 2002. The 9th DIET center of DIET – Imphal East started functioning from the session 2017-2018 at Keikol,Koirangei, Imphal Eeast. 


  Ukhrul was the District Head Quarter of Manipur East District. Following the change of nomenclature under the extra ordinary Manipur Gazette Notification No.174, August 1983 the name of each District. Hence the Manipur East District became the present Ukhrul District. According to 2011 census the population of Ukhrul District is 1,83,115 which is 6.73% of total population.




  • Enabling all teacher in school upto elementary to be qualified as per the requirement of the RTE – 2010.
  • Regulating the quality of PSTE.
  • Improving the quality of ISTE and directing it towards overall teacher professional and school improvement.
  • Overseeing the quality of school education to support equity and encourage community involvement.

Developing professionalism and capacity of teacher and reforming school curricula pedagogy, assessment &examination.


2. VISIONS : –


      The most important vision of DIET – Ukhrul is to be a strong District Institution which would be support PSTE & ISTE work together with teacher at the elementary education level in the district. DIET should frame multilevel framework of educational development in national, state, district, block and local level agencies and participate in planning, co-ordination, monitoring and evaluation.

       DIET have to support the universalization of quality education and to achieve lifelong education by putting & keeping visualized with –

  1. Good provision of PSTE & ISTE program me.
  2. Performing and organizing District Level and State Level educational researches on present issues pertaining to enrolment retention achievement , gender parity, proficiency , drop outs , weakness in school subjects like Mathematics, Sciences & Languages etc.
  3. Guiding and facilitating some collaborative Action Researches to enable practicing by teachers in a short period in class room situation.
  4. For primary and upper primary teacher innovation of methodology for teaching in Constructivism Approached that is Learning by Doing in Activity Based Child Centered Approach and brain storming among their colleagues by organizing seminars, symposium, debate ,quiz, workshop and releasing news bulletin which carry information on innovative class – room processes.
  5. Designing trainer manuals for Angalwadi workers for teacher and school Heads on crisis and Disaster Management, Gender Sensitivity, Leadership manual etc. DIET participate in performing related activities.
  6. The RTE – 2010 emphasized on the right of children to free and compulsory education till completion of elementary education in a neighborhood school. DIET provided for development of curriculum with regards to all round development of the child, learning through activity, discovery and exploration in a child friendly and child centered manner, medium of instruction shall as far as practicable be in child’s mother tongue, making the child free and fear, trauma and anxiety and helping the child to express views freely according to RTE.
  7. Teacher and Teaching are the main Centre / stem in order to bring school quality. The RTE maculates providing access to quality education and professionally trained teachers for all schools.
  8. The scheme of DIET began in the 8th plan period and the continuation of the scheme in the 12th plan expansion of teacher education and teacher professional development. DIET needs the central and state to work together to achieve a fully functional at the District Level.


  • To act as a liaison between the school and the community.
  • To perceive the role of the teacher as an agent of social change in the community.
  • To develop value education.
  • To develop competency to teaching on the basis of accepted principles of teaching and learning.
  • To develop acquaintance of trainees with the theories of education and methodologies of teaching school subjects up to class – VIII
  • To enable the trainees to learn and adopt strategies for imparting quality education at the stage of elementary education.
  • Is to foster critical analysis by training students both in theory and practice so as to equip them with skills needed for facing global challenges with team and human values.
  • To provide academic and resource support at the grassroots level for success of various strategies and program me being undertaken in the areas of Elementary Education with special reference to achieve the objectives of UEE.
  • To acquaint the trainees with the educational imperatives in the purview of Right to Education Act, National Curriculum framework and National and State Level interventions fill of education taking place from time to time.

  3. To carry out field base studies to improve the primary schools of our district.
  4. To provide support to district authorities in implementing quality school education.


     * DIET Ukhrul doesn’t limit itself to teacher training but also to manage quality aspects in schools, professional development of teachers, academic assessment monitoring, research and action research, ICT interventions and innovative practices.

  1.  Name of Course : – D.El.Ed. ( Two Years course only Pre- Service)
  2. Selection Procedure: – The entrance test for all DIETs in Manipur will be conducted on the same day as fixed by the SCERT, Govt. of Manipur. Selection of the trainees will be made strictly as per the order of merit in the entrance test followed by counseling.
  3. Eligibility Criteria  :- 10 +2 Passed with at least –

                                    I)    50% marks in aggregate for general candidate.

                                   II)   45% marks for SC/ST/OBC and PWD Candidates.

                                         (As per NCTE norms)



State reservation norms should be strictly followed as,

  • UR     =  50 %
  • ST =  31 %
  • SC =  2 %
  • OBC  = 17 %
  • PWD – Due consideration would be given.

   The Institute offers a well balanced curricular as per NCTE – 2014 and NCFTE 20009. Our aim is to translate the theoretical framework of curriculum to practical with special focus on local needs so as to sustain quality education across the District.
